किसी समाज के सभ्य होने की पहचान केवल उसकी आधुनिकता या विकास से नहीं होती, बल्कि इस बात से होती है कि वहाँ न्याय, संवेदनशीलता और कानून का निष्पक्ष पालन कितना मजबूत है।
एक आदर्श व्यवस्था वह है जहाँ किसी भी नागरिक को डर, हिंसा या अन्याय का सामना न करना पड़े और हर व्यक्ति को सम्मान एवं सुरक्षा के साथ जीने का अधिकार मिले।
सच्ची चैतन्य संस्कृति वही है जो समाज में जागरूकता, न्याय और मानवीय संवेदना को मजबूत करे तथा प्रत्येक नागरिक को अपने अधिकारों और कर्तव्यों के प्रति सजग बनाए।
